First Sergeant Robert Lakin graduated from Bellows Falls Union High School in June 1988. He joined the U.S. Army where he worked as a Crew Chief on a UH-60 Black Hawk Helicopter. He is a Desert Storm Veteran where he served in both Operation Desert Shield and Desert Storm from 1990 - 1991. He joined the Windham County Sheriff's Department in June 2000 and decided to go full-time in October 2004. In May 2005, he graduated from the 79th Basic Vermont Police Academy Full-Time Class. In November 2007, he was promoted to the rank of Sergeant. In November 2008, he was promoted to the rank of Captain/Chief Deputy. In 2016, he stepped down as Captain/Chief Deputy for personal reasons. In July 2017, he was promoted to the rank of First Sergeant. He is one of the Department's two State Transport Deputies, a V.C.J.T.C. Firearms Instructor,and Rape Aggression Defense (R.A.D) Instructor for women.

Robert and his wife Justine have been married since August 2002. Their son Dana graduated from Norwich University in May 2009. Robert's hobbies include: combat shooting, archery, hunting, hiking, camping and proudly serving the citizens of Windham County.
